Raynaldo Rivera Ortiz Jr Faces Federal Charges After Compromised Bags Led To A Number Of Unexpected Cardiac Emergencies At Baylor Scott & White Surgicare North Dallas

Baylor Scott & White Surgicare North Dallas reopened last week for normal operations following a federal investigation into a doctor who is accused of tampering with IV bags at the facility.

Baylor Scott & White said in a written statement that the Department of Justice concluded the incidents were isolated to one person.

Anesthesiologist Raynaldo Rivera Ortiz Jr., 59, faces federal charges of tampering with a consumer product causing death and intentional drug adulteration. Authorities say compromised IV bags led to the death of 55-year old Melanie Kaspar, another anesthesiologist at the facility, and at least 10 other instances of unexpected cardiac emergencies in patients.

Ortiz was arrested Sept. 14 in Plano and faces up to life in prison if convicted. His attorney could not immediately be reached for comment.

The Texas Medical Board suspended Ortizs medical license in mid-September.

According to authorities, Kaspar died June 21 after giving herself an IV at her Lakewood home and collapsing. She was initially thought to have died from a heart attack however, the Dallas County medical examiners office later determined her cause of death was the toxic effects of bupivacaine, a local anesthetic.

Kaspar used an IV bag from the surgical center, the Texas Medical Board said.

Lab tests concluded the bags from the warmer were tampered with and not labeled to show they contained bupivacaine.

    Surgical Treatments And Procedures

Baylor Scott & White Surgical Institute has maintained a long-standing reputation for quality surgical care throughout the Dallas and Plano communities. Our surgeons are known for consistently offering patients comprehensive care in a comfortable and caring environment.

In an effort to offer our patients the best outcomes possible, we take an individualized approach to developing treatment plans that include minimally invasive surgical techniques where appropriate. Some of our procedures include:

    • Advanced laparoscopic surgery: Laparoscopy is a technique for doing surgery using a thin, lighted tube with a camera called a laparoscope. The scope is put through one small skin incision, and surgical tools are put through other small incisions. Many surgeries are done using this technique. Some of the more common general surgeries we perform using this method are gallbladder, hernia and abdominal surgery
    • Pancreas, liver, gastrointestinal and endocrine surgery
    • Head and neck surgery: Our surgeons perform head and neck surgeries including thyroid, parathyroid and parotid. Surgery can be an effective treatment for hyperthyroidism, malignant nodules or those that grow or cause symptoms
